At Old Hundred and Woolridge roads, Woolridge Road doesn't go through yet. North of the corner, a road crew is building twin bridges over Tomahawk Creek to close a 1.25-mile gap between Old Hundred Road and Route 288. Right at the Old Hundred end of that gap, on a 20-acre site at 1860 Old Hundred Road, a Publix has signed a lease to anchor a new shopping center.
It's easy to read these as two separate projects, a road job and a grocery announcement. Both are scheduled to finish in 2028, and the shopping center sits where the new road meets Old Hundred. So for Brandermill households, the new center and the bridge will most likely show up around the same time, and together they change how this edge of the area connects to everything else.
The road comes first, on paper
Chesterfield County's project page for the Woolridge Road Extension describes the job as linking Woolridge Road from Route 288 to Old Hundred Road. Right-of-way work is done and construction has started. The contractor, Wagman Heavy Civil, lists what's being built:
- A four-lane road about 1.25 miles long between Route 288 and Old Hundred Road
- A new traffic signal at Route 288
- A roundabout at Old Hundred Road
- Twin bridges, each about 700 feet long, built on five piers and 30 concrete girders
- A shared-use path and a sidewalk along the new road
The money behind it is real and already committed. In October 2025, the county awarded Wagman a $41.9 million construction contract. With engineering, right-of-way and contingency added, the total project estimate comes to about $54.3 million. As of July 30, 2026, the Central Virginia Transportation Authority's reimbursement table showed $37,578,166 in regional funds set aside for the project against a total estimate of $54,252,500.
The two start dates on record don't match. The county says construction began in December 2025. Wagman says it began in May 2026. The difference most likely reflects the contract start versus crews actually working on site. Wagman's own photos show pre-construction in April 2026, then soil compaction, grading and drainage for the bridge-approach foundations in June 2026.
The deadlines are firmer. The county's contract requires final acceptance by July 31, 2028. Wagman expects to finish in summer 2028. Richmond BizSense reported that Wagman can earn an early-completion payment if it finishes between November 2027 and that deadline. If you remember an older "early 2026" finish date, that came from a 2023 county update, and the 2025 contract schedule has replaced it.
Before the road opens, expect one inconvenience. The county plans a 14-day closure of existing Woolridge Road where it meets Old Hundred Road. Old Hundred Road will stay open east to west the whole time. No dates for the closure have been posted yet.
The center's schedule lines up with the road's
The shopping center is called Cottage Glen in county filings and marketed as the Shoppes at Old Hundred. Developer Morgan Company announced the Publix lease on September 9, 2026. It expects construction to start by the second quarter of 2027 and the project to be finished in the third quarter of 2028.
Put the two schedules side by side. The road's contract deadline is July 31, 2028, and the shopping center's projected finish falls between July and September 2028. If both hold, the center would be wrapping up at the Old Hundred end of a new 1.25-mile link to Route 288, with a roundabout at its front corner. Morgan's announcement describes the site as "less than three miles from Route 288." Once the extension opens, the trip between the 288 interchange and this corner becomes one straight run down the new road.
The schedule isn't the only thing that has shifted since January. Here is how the published figures compare:
| Detail | January 2026 report | September 2026 reports |
|---|---|---|
| Projected completion | Early 2028, per BizSense | Third quarter of 2028, per Morgan |
| Publix building size | 53,000 sq ft, per BizSense | 53,000 sq ft per Morgan; 50,000 sq ft per BizSense |
| Site size | About 20 acres, per BizSense | About 18 acres per Morgan; 20 acres per BizSense |
| Stanley Martin condo first phase | 110 units | 122 units |
The newest schedule is the one to plan around, and even that one is a projection for the center, not an opening date for the store. BizSense reported that Publix gave no opening date and declined to comment beyond its news release. The store is expected to employ about 140 people and would be the 17th Publix in the Richmond region.
The rest of the center is still taking shape. Morgan's announcement lists 15,300 square feet of additional shop space and two outparcels aimed at restaurants, services and other retailers, and says more tenant announcements are "expected soon." A 6,400-square-foot gas station and convenience store is also in the plans. Building drawings submitted to the county suggest it will be a Wawa, but no tenant has been confirmed.
Homes are planned next door too. Homebuilder Stanley Martin owns the site, and Morgan has said it plans to buy the land from them. Stanley Martin is planning a 122-unit condominium first phase on the adjoining land, and that plan was still under county review in September. Morgan has built this kind of center around Publix before. Locally, its portfolio includes the Publix-anchored Brandy Creek Commons in Hanover.
Closer to home, a burger spot is lined up
The Old Hundred corner is a 2028 story. The change closer to Brandermill's Hull Street Road side is smaller and could come much sooner.
In March 2026, preliminary plans were filed for a Shake Shack at 13518 Hull Street Road. It's a half-acre lot between Bon Secours' St. Francis Family Medicine Center and an Aspen Dental office. The plans call for about 3,200 square feet and no drive-thru. The owner, Apple Retail Properties, a subsidiary of The Stewart Cos., has been marketing the site as Harbour Pointe Station.
Locals have seen this lot promised before. A Noodles & Co. was planned there under a different owner, but work never started. In 2024, The Stewart Cos. bought the property for $800,000 through an affiliated company. This time the plans have moved one step further: an April 2026 BizSense commercial real estate roundup reported that Shake Shack had leased the 3,200 square feet at 13518 Hull Street Road. No opening date has been announced.
It would be Shake Shack's second Chesterfield location, after the one near Chesterfield Towne Center that opened in 2024, and its fourth in the Richmond region. For anyone in Brandermill, that's the difference between a quick Hull Street stop and a drive across the county.
What the grocery run looks like until 2028
Until the Publix opens, the grocery map stays as it is. Food Lion's store locator lists stores at 11130 Hull Street and at the Village at Waterford, 13530 Waterford Place. Kroger lists its Swift Creek store at 13201 Rittenhouse Drive.
The Publix will add another chain to that list, and it won't be the only new grocer in the region. The January BizSense report noted that a Trader Joe's is planned for the redevelopment of the former Genworth campus in western Henrico, and that Whole Foods is set to anchor the Midlothian Depot project in Chesterfield.
Here are the next milestones to expect, in order: the posted dates for the 14-day Woolridge closure, an opening date for the Shake Shack on Hull Street Road, the remaining tenant names at the Shoppes at Old Hundred, and site work at 1860 Old Hundred Road in the first half of 2027.
